Yes, and most campaigns do. A typical engagement runs three or four tactics together: digital PR for authority and co-citation, guest posts and editorial insertions for topical coverage, and reclamation or broken link building for fast, low-risk wins. The mix is decided after the link gap analysis rather than sold to you as a fixed package.

A managed campaign is run directly for the brand that owns the site, with a named strategist reporting to that brand. White label is the same execution delivered under an agency partner’s brand, with reports the agency forwards to its own clients as its own work. Vetting standards, outreach and QA are identical. Only the branding, the communication path and the pricing model change.

It depends how contested your vertical is and how much scrutiny it attracts. Fintech, health and legal need YMYL-grade sourcing and author credentials, so a general campaign will place slower and reject more. SaaS and ecommerce need publishers who will link to commercial pages, which is a relationship problem rather than a volume problem. If your market is uncontested, a general campaign is usually fine.
